Leper is the absolute worst hero to have in situations where there are unavoidable shuffles. Leper is fine too as dedicated mainline offender. Wouldn't you also want a leper or something similar to deal with the sycophants? They ramp up really fast if you don't kill them In fact, the reliable Riposte damage on Shambler means you can have him as your dedicated Tentacle killer and still hit the boss.

He is surprisingly meaty for an assassin, has a good bleed which can be stacked on either the Shambler or Tentacles (which ignores prot), and he can attack any rank from anywhere. He has forward and backward mobility to re-align your comp after the frequent shuffles, one of which can bust tentacles, the other which activates Riposte (which is almost guaranteed to trigger every-single-round thanks to the Shambler performing frequent full-party AoE's that triggers it). HWM is best option for this fight without question. If you bring any bleeding skills, don't forget to equip +bleed skill chance trinkets on those heroes as despite Shambler's bleed resistance being relatively low, it's still high enough to sometimes resist your bleed attacks. Shambler isn't that hard to kill so as long as you have a coherent party that can all hit rank 3, you'll be fine. If you don't care about mark synergy, then bring Jester (battle ballad mandatory) Highwayman and Hellion (or Leper as Rasputin mentions.) The best skills to pick for Shambler hunting on whichever classes you decide to bring should all be obvious.

If you want mark synergy, bring arbalest, houndmaster, and bounty hunter (BH's finish him skill can hit rank 3 which is why you take it, the bonus to stunned enemies doesn't matter) Occultist is definitely who you want in Rank 4 no matter what given he can hit rank 3, he does bonus damage against Eldritch, can heal, can mark if you want to do a party with mark synergy, and has a debuff to shave PROT off of the Shambler. You should be focusing almost all of your attacks on the Shambler in order to kill him as fast as possible and managing his summons only as needed. Shambler is a size 2 monster and is almost always in the back row since he constantly summons those annoying minions.
